Responsibilities

Mark Ellison is a Research Fellow in the Big Data Centre and was previously a Research Fellows in Policy Evaluation and Research Unit (PERU), both at Manchester Metropolitan University (MMU). Mark specialises in Data Management, Quantitative Methods and Geographical Information Systems. Mark is currently managing projects with Interserve (Probation Community Rehabilitation Companies (CRCs)), Manchester College/Novus (Prison Education), Greater Manchester Police and Crime Commissioner (Intensive Community Orders (ICO) Evaluation), West Midlands Police (Alcohol Outlets and Crime) and is the Data Manager for the Manchester Metropolitan University Crime and Wellbeing Big Data Centre.He also teaches Data Management on the Q-STEP MSc. Quantitative Methods Programme. 

Background

Mark has worked on a FP7 European project, MYPLACE (including questionnaire design, CAPI development, fieldwork co-ordination, data analysis and reporting) and a range of projects and evaluations including; Feasibility study on a Cost Benefit Analysis of HMP Grendon, Evaluation of London Reducing Reoffending Programmes, Trafford DAAT Personalised Budgets and providing financial modelling project support and project evaluation for Wigan DAAT Payment by Results.

Prior to the Policy Evaluation and Research Unit, ​Mark has worked in the research, evaluation and performance management sector for over 12 years in a range of organisations and policy areas including Crime, Criminal Justice, Reoffending, Domestic Violence, Families and Young People. Mark has managed Information, Analysis and Research teams at Cumbria Constabulary, Blackpool Council Children & Young People’s Department, Government Office for the North West and PERU.

Mark was a member of the DCLG Government Office ‘Places Handbook’ Toolkit Project and lead for the ‘Performance Management’ section. Mark has worked with DCLG on Local Area Agreements (LAAs), Tools to capture and present Local Authority Performance Information (Data Interchange Hub/Places Analysis Tool) and analysis on the economic downturn (Risk, Resilience and Recovery, and PSA and Place). Mark has also led projects to capture intelligence from Local Authorities, evaluate policy and have produced briefing for Government Ministers. Mark has supported the development of performance management frameworks for Blackpool’s Children Trust and Cumbria Constabulary. Mark has worked as an Analyst researching Alcohol related violent crime and Domestic Violence in Cumbria, and has also developed and managed a business unit; Cumbria Partnership Support (CuPS) which supported CDRPs, DAT and YOTs. Mark has strong project management, research and analytical skills, with a good knowledge of a range of software including MS Excel, MS Access, MapInfo GIS and SPSS.
